Background on the Project
The Waste Plastic to Oil/Power Project is at present considered in modular size of 5 TPD/33 TPD with multiple modules of the main plant as per requirement in specific case based on power demand and raw material availability at economic terms. A typical 5 TPD plant will give min. 1.25 MW & 33 TPD plant will give 8 MW power. The plant capacity (5 TPD/33 TPD) refers to the input feed of mixed waste plastics to be fed per day in two shifts. Local statutory approvals for setting up such plants will have to be obtained as required. The Project involves following major blocks:-
  • Overall Plant
The overall plant area is min. 2 acres for 5 TPD & 5 acres for 33 TPD without considering dispatch of bottling gas/bulk unloading facilities in conformity with relevant rules for process and storage of such products. However, considering future provision for 100 TPD (i.e. 3x33 TPD) additional are may be taken. The location of the Plot, wrt evacuation of power/products and raw material availability and development of the site for quick implementation of the project within 3 to 4 months is crucial.
  • Civil Constructions & related Electricals
These involve, boundary wall, site leveling/grading etc, security gate, administrative blocks, laboratory, raw material storage, foundation & structures for main plant, underground storage of LPG/Liquid Products, Gas/DG Sets, Sub-Station & Yard works, utilities, implant roads, fencing, green belts etc. with all related, electricals, for Lighting (in all plant yard lighting) protection & controls.
  • Main Plant & Finished Products Storage involve equipments like gravimetric hoppers, weigh batch feeders, screw & pneumatic conveyors, melters/reactor vessels, heaters (up to 450 Degree C electrical/otherwise), dewaxers, condensors/heat exchangers, gas/oil separators, scrubbers (cl/SO2 etc), cooling system, gas holders, compressors, mounted storage of gasses/liquids with all related PLC Controls/electricals, alarm, piping, valves, flow meters etc, decoking & removal of cokes with/without brightening as per market demand.
  • Finished Product Utilization
The finished products (waste plastic gas/oil) is to be used to generate power, preferably using simultaneous dual fired sets (gas/liquid), in which case no facility for bulk unloading may be put up. (However, depending upon space availability /market economics, bulk unloading facility may also be put up). The power generating sets are also planned to be modular sizes. (500 KVA to 2 MW depending on availability/cost economics) with synchronization to feed to dedicated user and /or supply grid of 11 KV/33KV etc. as required.

The projects are expected to be set up near all major metros, urban cities etc. in India and abroad. These will be executed using in-house core group to handle all aspects, with engaging retainers/consultants in specific areas. Accordingly following key resources are identified for the core team.
    • Projects Managers (4 Nos.)
First Class Graduates in Engineering preferably Mechanical/Chemical/Electrical, with over 10 years experience in execution of Chemical/Petrochemical/Refinery Plants with multidisciplinary exposure. Leadership ability to work on their own initiative to coordinate with local agencies for various approvals, contractors, vendors and consultants is a prerequisite. Should be conversant with Project Planning & Monitoring Computer based packages & relevant MIS.
    • Commissioning Engineers (2 Nos.)
First Class Graduates in Mechanical/Chemical/Plastics Processing/Petrochemical Plant with over 8 years experience in commissioning/trial runs and commercial production, including trouble shooting, residual engineering for required modifications etc. is must. The responsibility will include establishing the various process parameters, feed rates, process records/MIS, training the production team as required before handover of the plant.
    • Project Coordinators (2 Nos.)
First Class Graduates in Civil/Structural/Mechanical/Electrical Engineering to work on project concepts from stage of identification of site, Layout, preliminary Feasibility reports/DPR including quantity/cost estimations & documentation of critical information from executed works for future reference. Post Graduation in Management will be desirable.
    • Power Engineers ( 2 Nos.)
First Class Electrical Engineering Graduates with over 10 years experience in Captive Power Production/Maintenance/Sub-Station setting up feeding to grid & management of the operation with Electricity Authorities, Power Purchases etc.
    • Quality Assurance (2 Nos.)
First Class Graduate Engineers in Mechanical/Electrical/Metallurgical with extensive knowledge of relevant codes/practices & over 8 years experience in Chemical/Refinery/ Petrochemical/Plastics Industries/Process Equipment manufacturing industries is essential. Experience of dealing with various Inspecting Agencies, Environment/Pollution Control Agencies will be desirable.
    • Safety Engineers (2)
Engineering Graduate with over 10 years experience of working at various sites/Chemical/Petrochemical plants, with direct responsibility for fire/safety aspects for over 4 years. The objective is to have zero downtime from all avoidable occurrences. Should be conversant with all relevant codes/practices, regulations and ability to deal with relevant authorities independently.
    • Procurement Engineers (3)
Graduate Engineers with over 15 years experience in procurement of various items listed in project authorities. Knowledge of Process Plant equipment Vendors/Contractors/Service Agents is a must. Ability to ensure cost & delivery optimization is the key factor and proven track record is essential.

The above persons along with other existing members of core team will have to utilize services of consultants/experts as may be required for.
      • Preparation of comprehensive/BOP Tender documents and all relevant details for obtaining statutory approvals.
      • Design Consultants in specific areas of Plant/Utilities/Power Generation/Evacuation Plastic Processing etc. with a view to improve/scale up as may be required.
      • Certification Agencies.
